中国中小企业可持续发展问题研究

——————以武汉市机械制造企业为例

据国家统计局数据，我国现有中小企业1000万家以上，占企业总数的99%，中小企业为我国的经济建设做出了巨大的贡献，但中小企业的平均寿命只有2.9年。在2008年国际金融危机和国家4万亿投资拉动需求政策刺激下，中小企业面对着全新的经济形势，如何促进其可持续发展，是关系到民生和社会稳定的国家重大战略任务。本文通过对武汉市机械加工企业的分析研究，希望在破解中小企业发展后劲不足方面，提出一些可行性建议。

本文采用案例分析的方法，对武汉市中小机械制造企业，在企业可持续发展方面采取的一些措施及遇到的一些难题，进行研究、分析和探讨。首先对中小企业进行界定，对现有企业可持续发展理论进行综述，然后就中小机械制造企业在可持续发展方面所做的一些努力和达到的效果，分析导致其融资难，创新能力差，人才流失严重等问题深层次的原因，以及可化解之道。说明中小企业的持续发展需要企业和政府共同努力，给出不同的企业在不同的阶段，不同的背景下可采取的一些可促进企业持续发展的方法。

通过实际的企业案例进行分析研究，验证了中小企业应根据自身的特点来采用一定的方法措施来实现企业的可持续发展。对中部地区的中小机械制造企业有指导意义，也为全国及其他行业中小企业提供参考。

Abstract

According to the data from National Bureau of Statistics, there are more than 10 million of small and medium enterprises in China, accounting for 99% of the total enterprises. They have made tremendous contribution to the economic construction. But the average lifespan of them is only 2.9 years. Small and medium enterprises stimulated by the financial crisis in 2008 and national 4 trillion investment driving demand policy, they face a brand new economic situation. How to promote their sustainable development and growth is the country's major strategic task which concerns people's livelihood and social stability. By means of analyzing and studying the development of small and medium enterprises in Wuhan City, we hope to propound some feasible suggestions in respect of solving the insufficient capacity of  sustainable development. 
Using case study method, we researched, analysed and discussed the enterprises sustainable development measures which were taken by small and medium machinery manufacturing enterprises in Wuhan and some challenges who encountered in this article. Firstly, we defined the conception of small and medium enterprises, overviewed the theories of sustainable development. And then analyse the deep-seated reasons which cause the problems of difficult financing and poor innovation ability of small and medium enterprises and find the solution according to some efforts which made and some results got by small and medium machinery manufacturing enterprises in sustainable development. We show that small and medium enterprises must make a concerted effort with the government to improve their sustainable development ability and give some advices which can promote sustainable development of enterprises to different enterprises on their own character at different stages based, under the different background.

It can be verified that small and medium enterprises should take some measures to achieve sustainable development through analysing the actual business cases. There is guiding significance to small and medium machinery manufacturing enterprises in the central region of China, providing reference for small and medium enterprises all over the country and other industries as well.
